One of the founders of BI Group. Chairman of the Association of Developers of Kazakhstan, Member of the Council of Entrepreneurs under the President of the Republic of Kazakhstan. Initiator of the project "Mother's House", Member of YPO Kazakhstan. Pilot of the Presidential Club "Astana Motorsports". Brings up 7 children together with his wife Anar Rahimbayeva who is the Chairman of the Executive Committee of "Ana Yii" Foundation, his activities are aimed at the prevention of orphanhood in Kazakhstan.

Was born on October 5 th , 1972. 

In 1995 he graduated from the Tselinograd Institute of Civil Engineering. He is an alumnus of the first cohort of the Financial Academy of the Republic of Kazakhstan.He holds a Master's degree in Business Administration. 

Mr. Issabayev started his career at the age of 17 at the construction site as a combine operator in the M. Mametova collective farm in the Tselinograd district of the Akmola region. In 1995 together with his partners he founded a company which was latertransformed into a BI Group holding, in which he oversaw the manufacturing part of the business. Currently he is in charge of the general contracting under the state order (civil infrastructure construction). In 2006 he was elected  to the maslikhat of Astana city for the 17th district.

Hobbies: candidate master of sports in motor racing. Member of 2008, 2013 and 2015 Dakar Rally Kazakhstan national team, participant of the World Rally-Raid of Morocco 2007 Championship, winner of the Kazakhstan Winter Track Car Races Open Cup of Kazakhstan 2008. Marathon runner and triathlete, multiple times participant of Kazakhstan and international marathons, finisher of the Kazakhstan triathlon Championship and of a number of IRONMAN races in different countries of the world. Mr. Issabayev is a patron of “Mother’s Home”, IQanat charity projects.

Awards: "Ерең еңбегі үшін" - "For distinguished labor" state medal, "10 zhyl Astana" state medal; “For many years of work, high production performance, great and fruitful work to introduce new forms and methods of organization” honorary certificate of the Ministry of Industry and Trade of the Republic of Kazakhstan.

He is married and has six children.

Supervises the construction of industrial and energy infrastructure facilities, including the construction of turnkey projects (EPC-contracts). Partner of the project "Mother's House".
